- Peapod ask the owner to get in touch with the local. Council through the Highways Dept for the contact details of who picks up RTA. As they may have taken the collar off. If not maybe a kind person has taken it off and make contact with owner if there is contact details on it. My deepest sympathies for their sad loss.xx
