WHY is it 'usually' a 'certain type' who think they are 'beyond the Law' & can Steal what is NOT theirs ?!

I really think that whenever a 'Travellers' Site' is set up anywhere in the UK that a Gypsy Liaison Office should enter & scan EVERY animal in there -

This is Cooper's story told by owner's sister......
Lee Green's 4 month old jack Russell puppy was stolen from his van on Busby main Street, Glasgow on Wednesday 19th August at 12:40. two and a half years ago.
Cooper was left in Lee's unlocked van with windows down for less than 5 minutes when a thought to be Irish man stole Cooper from the van. We don't know for sure but we are suspecting he has been stolen to be sold on, so unfortunately he could be anywhere in the country just now.........

NEXT BIT!! ........
COOPER HAS BEEN FOUND BY HIS CHIP AND IS BACK WITH HIS OWNER.

UPDATE. ......Hi there, I just wanted you to know that today my brother was reunited with his gorgeous dog that was stolen 2 and a half years ago. Just wanted to thank u for ur support at the time and just shows you that you should never lose hope!
More than happy for u to post story if u want. A dog warden found him outside in Ayrshire and took him to the police station where they scanned him for a chip and got my brothers details from it. He was taken by gypsies and we think he was used as a stud dog. He is healthy and happy and totally settled into his home. I think he knows he is safe now because he is so settled and happy!"

I Will leave owner and Sable to add more but in the meantime I am delighted to update to reunited :)

It has just been over a week since our 4 month old puppy Cooper was stolen from our van. Please share this reward notice for us and hope that someone knows where Cooper is. Thank you!

At 12:40pm yesterday (Wednesday 19th August) my wee girls Jack Russell was stolen out of my husband's van while it was parked outside the roll shop on Busby Main Street. His name is Cooper.
