The dog could have been being looked after whilst owners are away poss abroad and it may have run off!

This dog is in too good condition and well looked after to be a stray.
Hope he gets claimed soon.

Harvey has his ears like that all the time.
I did ask the owner when he went missing if that was so.
Shame and lovey to see people still look out for him.

Or 56590 Harvey. He is listed as a Tervueren although presumably a Groenendael as black. Although his ears are not pricked in the photo it may be a puppy photo.

Please ensure that you notify your local Dog Warden and the local Police Station - in Scotland you MUST inform your local Police Station and if possible contact the Dog Warden also.
The found dog may have a Microchip or a Tattoo - please have the dog scanned and checked for a tattoo at a vet's so that owners may be contacted as soon as possible.
