- just checked with watford council. they have collected a staff and it sounds like blue whose chip details have not been updated from sth london so watford have not been successful in contacting owner. i have passed owner numbers onto watford and will up update. Owners PLEASE CHANGE CHIP DETAILS!!!!. Debbi trdc
