I checked with DW. no owner has come forward. Dog is being cared for by finder and currently under the 28 day rule. Finder has been home checked and will be able to home dog if owner does not come forward. HOWEVER under this 28 day ruling the dog is NEVER legally theirs and if an owner comes forward at any time and can prove the dog is theirs the new owner may have to give it back.
