- Meru, judging by above comments Bailey is still at MDH. If a dog's chip is still registered to a previous owner the home can't release the dog until after the 7 day period. Only have the new owners word that Bailey is theirs and the home has to give a chance for registered owners to claim. Current owners will then be able to legally adopt Bailey like any other stray after 7 days.
