HEARTLESS LAMBETH PARKING OFFICIALS IMPOUND DYING WOMAN’S CAR AND CONTENTS – PET CAT ESCAPES, CAN YOU FIND HIM?
(The purpose of this piece is to denounce the ruthless new car impounding procedures presently implemented by Lambeth and to ask you– and so Londoners - to help a very sick woman find her beloved cat.)
Emmanuelle, my young pretty Herne Hill neighbour, has heroically been trying to teach French to us reluctant Brits. While working for the Alliance Française in London she discovered she was suffering from bonemarrow cancer. The doctors at St. Barts have found further complications with her heart and they are pessimistic about the outcome.Emmanuelle decided she must return home to be with her family and speak with the doctors in her own language. So last week her brother drove across France through the night to collect his sister. But as they and Emmanuelle’s cat were about to leave for France their fully loaded car
was impounded by Lambeth Council.The family had started loading the brother’s car before dawn on Friday to leave at 8.30, just before parking meters set in. But Titi,the beautiful long-haired white cat, disappeared - he had fled in fright. He is shy at the best of times but the presence of strangers and the moving of boxes threw him into a panic.No one was thinking of parking meters or the ticking clock. Their only concern was for Titi and how to get him back so they could start their long journey. Emmanuelle wasn’t really thinking straight either. Not only is she on a course of chemotherapy and taking pills for her heart,but mysterious high temperatures have been keeping her awake at night.At times she has even seemed disorientated.At about 0900 Emmanuelle discovered Titi hiding behind the boiler and coaxed him into his travelling cage. It was one of those cages held closed with clips, except that some of the clips were broken.Emmanuelle, unnerved by all that was happening, didn’t think of tying the cage together.Meanwhile a neighbour saw the traffic warden by Emmanuelle’s car and the Lambeth pound lorry drawing up alongside. She had seen the brother loading the car and realised what was happening, so she tore down the road in bare feet to tell them to stop, explaining that the owner of the car was right next door.It seems that both the traffic warden and the driver of the lorry just shrugged their shoulders.The neighbour ran round and banged on Emmanuelle’s door. It was then that I joined the fray and while the car was being hoisted in the wire net I rapidly explained the delicate medical situation to the traffic warden – the brother didn’t speak any English and Emmanuelle, whose English isn’t perfect anyway, seemed to be fading away.The warden said there was nothing to be done. He had given a ticket at 8.30 and returned half an hour later. The car was still there so he called for the impounding lorry. This, he said, was the procedure. In fact the record shows the lorry arrived at 8,55 so the brother was not even given his half hour of grace.I presumed the warden meant a procedure for foreign cars with foreign number plates, and one can understand why. But the measure is recent and it is so draconian.And why couldn’t they stop once the driver had appeared before the
car was put on the lorry?
But this terrible story doesn’t end here. I called a mini-cab and saw
them off, together with Titi, and they chased after the lorry towards
the pound. It seems that when they arrived Emmanuelle got out of the
cab and put the cage on the pavement. Titi, forced his way out of the
