Two dogs were reported to us after being found at 05:30 on the 12/06/13 in Westlake Park, Pound Lane, Bowers Gifford, Basildon, SS13 2HN, by a dog walker. Both dogs were bound by their legs and tied with rope around their necks. There have been a few dogs found like this in the same park.
