OK we're trying to locate owner - we've found the owner of Rommie on facebook and have messaged him and a few friends to see if it is him, but until he contacts us or the person who is at the end of the phone numbers that is on the collar we're all a bit stuck - in contact with finder who is doing a sterling job at silly o'clock in the night!
