I've just looked at the DogFence website and they seem to be the only UK distributors of this system. On their referrals page they have letters from Suffolk, Essex, Lincoln, London etc. so I think it would be a good idea to try them.
These two could have come from anywhere , possibly escaped from a delivery driver vehicle or someone travelling through the area.
Is there any more news of them? Karenn have you contacted the finder?

Shall I ring Dog Fence and enquiry if they are able to find out if these two dogs owners are contactable, via their electric collars?

I have found though whilst browsing their website they only seem to operate in the Northwest, northeast and Ireland.

The local authority holding kennels is at Baldock on the A1 01462 730464 - Margaret who runs the kennels has also bred for many years the Nyrvana German Shepherds http://www.nyrvana.co.uk/index.html and may be able to help out as she knows many of the dogs in the area. Please ensure that you notify your local Dog Warden and the local Police Station - in Scotland you MUST inform your local Police Station and if possible contact the Dog Warden also.
The found dog may have a Microchip or a Tattoo - please have the dog scanned and checked for a tattoo at a vet's so that owners may be contacted as soon as possible.
