here is one of hundreds of dogs lost and found in 2019 who have no chip, or have an out of date chip or a chip not registered, and are not wearing collar and id tag? why? are they all unwanted/abandoned? the cost is minimal for a chip and tag, and the fine is huge for not having either - that is if dog is found and reclaimed.
