Why would someone leave MrShelby there & not take Him to a Vet or at least call 101 or Dog Warden to let them know what happened ?

My little dog has gone missing I’ve been driving around all the country lanes I’ve been out in the fields calling him so please please if anyone sees him please contact me straight away. He is chipped. He has done this a few times but has never gone too far but I can’t find him anywhere. All local vets have been informed and dog warden. Please share!!!!!!!!
